If you sell a flight plus at least one other travel service (accommodation, transfers, car hire) as one price or one linked booking, that is a 'package' under UK law and you almost certainly need an ATOL.

Selling flights only, on an IATA licence, sits outside ATOL. Selling accommodation only sits outside ATOL. The moment you package the flight with a Makkah hotel and quote one price, ATOL applies.

• The ATOL logo with your licence number, visible in the footer on every page.
• A dedicated 'Financial protection' or 'ATOL' page that explains what ATOL protects and what it does not.
• Reference to the ATOL Certificate being issued at the point of payment.
• Company registered name, company number, VAT number, and registered office.

Beyond ATOL, the Package Travel Regulations 2018 require you to give the traveller specific pre contractual information before they book, on the website and in the booking flow.

• Main characteristics of the travel services (dates, transport class, accommodation category).
• Total price including all mandatory fees.
• Payment arrangements and cancellation terms.
• Passport, visa, and health requirements including Saudi visa specifics.
• Insolvency protection details (your ATOL number).
• General information on climate, and specific information for the destination.

Nusuk and the Saudi Umrah visa system change frequently. The site should state which service you provide (visa assistance, invitation letter, full package), and should reference the current Nusuk process rather than a specific step by step that goes out of date within a year.
